No. Vendor Performance Surveys can only be sent to the internal matter lead (IML).
The recipient cannot be changed.
Who Receives the Survey?
When a matter is closed (and the feature is enabled):
The survey is automatically sent to the assigned internal matter lead
It is not sent to other users
